It is to my understanding that Simplex is the "simplest" for of ham comms. More or less line of sight. I was looking at AzRepeaters.net and it says:

In Arizona ARCA recommends using the following set of simplex frequencies for VOIP simplex node operations
145.550 / 145.570 / 145.590 / 145.610 / 145.630 / 146.500 / 146.580 / 147.460 / 147.500 / 147.580

So do the above frequencies require a PL-Tone? There is another list below that, that shows many more frequencies that some have a PL-Tone while others do not.
Thank you in advance.

No tone needed on simplex.

Here's another good site to look at: http://www.azfreqcoord.org/

It looks like the AZ Bandplan for 2m is 146.48 - 146.58 and 147.46 - 147.58.

Normally regular simplex operation doesn't use PL's, but nothing is stopping you from transmitting a PL if you like. I usually program a PL of 100.0 into my simplex channels just cause... That way if the person on the other side is getting noise/interference, they can use TSQL if they want.

As for the list you showed, those are the recommended freqs for VOIP (IRLP,Echolink, Wire, ect..) operation and many (IRLP, Echolink, Wire, ect...) nodes do require a PL to access the node. Several of the more active nodes in Tucson all require a 100.0 PL.

Don't miss the VOIP part - that is Voice over IP - digitally encoded audio. That particular mode (although using simplex operations) is not the simplest of ham comms. Since it is line of sight, it is not likely that radio-to-radio ops are going to bother anyone else, but if you hear digital 'squawking' on those particular channels, don't step on them.

As the other guys mentioned, in simplex, PL tones are a convention between the people using the channel, not a requirement to make it work, and less likely to be needed.
