My eyes glazed over trying to read it. Do you have a Cliff's Notes version Marty?![]()

Emphasis on .gov departments, public and private sector working together to make sure of "continuity of communications" in some event. (SHTF?)
Saw an Army MARS notice along the same lines about a week ago. Basically saying MARS should be working very closely with DHS.
A little wierd putting out an EO, and on a Friday on something that I'm sure is well in hand, or should have been..............
I don't think the EO is just a matter of restating. Ah, who knows. Why do they have to constantly be tweaking and tinkering with stuff?
(e) develop, maintain, and publish policies, plans, and procedures for the management and use of radio frequency assignments, including the authority to amend, modify, or revoke such assignments, in those parts of the electromagnetic spectrum assigned to the Federal Government; and
(f) administer a system of radio spectrum priorities for those spectrum-dependent telecommunications resources belonging to and operated by the Federal Government and certify or approve such radio spectrum priorities, including the resolution of conflicts in or among such radio spectrum priorities during a crisis or emergency.
Looks more like a way to pay off supporters with cushy jobs doing what the FCC should be doing.

I dig what you're saying, but in fairness these orders are something all administrations for the past few decades have been doing. Might be lately they are getting more visibility on them and that is something positive, the people are paying more attention to the shenanigans (put mildly).
I'm no Obama fan, but I don't think this is a big deal. The order makes several mentions of working within the confines of existing laws. Nothing sounds too sinister there. Or more sinister than the laws already permitted.

I agree Dave; Bush was almost as bad as Obama for doing this. I don't like it when any party/administration does it. I don't really care if each individual EO is relatively harmless either, it's the principle at stake that a sitting president can effectively bypass congress and any accountability.

Executive Order Poses No Threat to the Amateur Radio Service
07/11/2012
On July 6, 2012, the White House released an Executive Order that addresses National Security and Emergency Preparedness (NS/EP) communications functions of the federal government. Contrary to some concerns raised in a few Amateur Radio circles, the Order does not appear to contain any threat to the Amateur Service or its ability to continue support communications during times of emergency or disaster. It also poses no threat to amateur spectrum.
“The purpose of the new entity, which would be created by this Order within the Executive Branch, appears to be to plan for future NS/EP communications and to insure survivability, hardness and interoperability, as well as to develop a long-term strategic plan for NS/EP communications,” said ARRL Regulatory Information Manager Dan Henderson, N1ND. “Based on the Amateur Service’s ongoing, positive working relationship with officials at the Department of Homeland Security’s Office of Emergency Communications, it is hard to envision that any new management plan would not include Amateur Radio. Nothing in this Order directly affects Amateur Radio’s daily operations.”
A good summary of the content of the Order can be found here.
